Hi Bob,

your Advanced will stay Advanced.

Jim,

Your expired friend, assuming his grace period is up, need only pass Element 2, then offer
proof of his former license status, according to the ARRL thingy I read yesterday. 

This is to ensure that someone with the same name doesn’t “steal” 
someone else’s license and also to ensure that the renewing licensee still
maintains some knowledge on current rules and theory and what not.

Or something like that.
