Yes, I've seen both kinds; some were dedicated workers, and some were out to
rob the company. That was particularly true when working for the
government. The thieves seemed to feel that it was the government, and they
could do whatever they wanted and nobody would notice. Sadly, in many cases
that was true, at least where I worked. Management liked hiring consultants
because they didn't have to pay benefits, and they could get rid of them
without worrying about any of the rules. The flip side, of course, was that
the consultants got paid overtime, and the employees didn't because it
wasn't in our contract. In our more bitter moments, we used to say that a
consultant was someone who was paid to borrow your watch and tell you the
time by looking at it. It wasn't always that way, but the bad ones were
awful.
