Hi,
Contact your local VE team.  I belive you may have to file a form 605 to get 
another copy.  I don't remember if yoou can get another copy via the web 
page unless you are renewing or changing address.  A call to the FCC can 
help you as well.  They will confirm you, before sending on a new copy.  I 
did have a fiend who never received his renewal in the mail.  He call the 
FCC and stated this and they sent him a new copy via registered mail 73.
