Hey Linda,
If you stuck the antenna to the side of the file cabinet , you would be 
horizontally polerized, so you could work sideband skip..

You'd be better sticking it right to the cabinet then, cookie sheet won't
make a bit of difference on VHF or UHF with a ground plain like a filing
cabinet.
