Mike,

If you get a 30:1 SWR from your dummy load at the end of the coax, you've 
definitely got a problem somewhere in that coax.  A dummy load should always 
give you a 1:1 SWR because it's nothing more than a simple resistive load. 
Your tuner shouldn't even be in the path when you're working with a dummy 
load.
