I had a similar situation back in the 1980s with the Austin Electric folks.
They kept sending this bozo out who never seemed to bring the right
equipment. I kept on them, and finally talked to the supervisor, and he
sent a guy out who knew what he was doing, brought the noise finder, and
found the problem right away. They do often like to push us blind folks
around, and it's a drag, but if we persist we often get results.

I know in my case they at first thought they could walk all over me
because i am blind.
