Hi Lloyd:

From my interpretation of this line:

1.2.2. DX stations are any non-W/VE station. This includes US possessions
and territories in the Caribbean and Pacific.

Taken from the rules on the ARRL site.
I don't believe I'm a DX station.
Newfoundland and Labrador is not a territorial possession, similar to those
of the US territories.
We're an official province or in the US' case, a state.
From reading the rules, I didn't see anything to say other wise except
they're keeping my province into separate entities, keeping with tradition.

I'll have to email the Rep again to get clarification.
