The firewall problem is probably due to the firewall in your internet
modem/router and not the fault of Windows.
You need to open specific ports in your firewall for Echolink to work.
There are instructions on the Echolink website. Of course, there are not
specific instructions for your firewall, the port numbers and general
instructions are provided.
The biggest problem is knowing how to access the settings in your
modem/router. This subject has been covered here in the
not-to-distant-past.
If you want to pursue this further so as to not use all your data on your
cell, we here on this list can probably get you going.
