Michael,

By design, when the plate current is dipped (lowest meter reading on the 
amps meter) the output power is near its maximum.  The load control must be 
adjusted in order for the amp to match the antenna impedance.  You must 
alternately adjust the plate and load to achieve maximum power.  Of course, 
your drive level will change output power also.

  The TW1 is just looking at RF power not the plate current which is 
displayed on the amps meter.
