Hi Lowell,
The Baofeng UV5R is about the best for accesibbility and price.  Amazon has 
them for $29.82.  This is with the standard 1800 amp batterey, which some 
have upgraded to the 3600 amp one.  Others have also upgraded the antenna on 
and gotten the speaker mike for it.  Any Kenwood speaker mike will work on
