Hi again,
I believe the software is called Freescan. I am told it is reasonably
accessible using JAWS, though you will probably have to use the JAWS cursor
and the mouse click command to do some things, I suspect you'll find that
Window Eyes works comparably well.

What software is accessible to program it? I'm forced to have to buy a
scanner that uses p25 because the police agency in my area started using
p25.

It does do P25 and is reasonably accessible to a blind user. However,
computer programming is pretty much essential if you want to enter radio
systems into the unit.
