It wasn't in the contest but I worked a guy in Spain on Friday, EA2BY,
running 10 watts. He was s9 plus but then he dropped down to a watt. Not as
strong but q5. This was on SSb in the vicinity of 21300. Also finding lots
of CW qrp on 30 meters.
