I would, as a matter of course, install a ground rod and tie all your equipment to that. tying to the electrical ground may not be as helpful, especially if that ground is longer than a significant fraction of a wavelength on the band you are operating on. On 10 meters, a 9 foot run is nearly all of a quarter wave (and will act as an impedance transformer), thus creating RF hot spots on your equipment. I had to do this recently myself because some RF caused some components in my HF rig to fail (thus requiring repair). I refer you to the ARRL Antenna Handbook, specifically the sections on grounding.
