Io adde al thema linguistic: 

in le conditional, si il se tracta de lo que un evenimento supponite (introducite per "si" = [en] "if")  es un precondition de un altere evenimento (action, etc.) supponite, on formularea vostre phrase assi: 

Si on habeva usate le droga desde le comenciamento de le pandemia, on haberea potite salvar usque 5000 vitas, secundo scientistas.

Dunque: usante simplemente le forma del passato (-va) post "si" e non lo del conditional (-rea)
