Perhaps I'm being a little doomy, but have you considered the
possibility that one or more COM ports may be fried? Does the mouse work
in COM2? Can windows detect a modem on the port? Why not try disabling
the on-board com ports and fitting a cheap ISA multi-IO card? They only
cost about 8ukp. That's usually my first step when I hit problems like
this. If the IO card fixes it, leave it in place or get a new
motherboard.
