I just had a thought. I wonder if you could get PVC pipe and a T and make it fit around the antenna to cover it and call it a flagpole. a plastic pulley and lift rope and an all weather flag and they would have a hard time stopping it  the T would let you get the cable out as well as the connection tt he tin roof. I assume you would  be planning on mounting it at a corner.
what really needs to happen is evey single home owners association needs to have al the leadership's eyes  burned out so they get to be blind too and see how that changes their attitudes :)~
