Dustin,

Since Kenwood leads in the accessibility department you may want to look at
the market for used Kenwood equipment such as the 570, the 480 or the 480s.
It goes without saying that you will have to locate the appropriate speech
module for those radios.  I think the modules are still current production
so you shouldn't have too much of a problem.  Good luck.
