If the Chinese could build speech into a hand held radio that sells for $50
there is no technological excuse for accessible consumer appliances of all
types.
For example if part of certification or type acceptance by the fcc would
mandate accessibility you can bet that cable boxes, satellite receivers,
tvs, radios, and other electronics would have talking readout in a heart
beat. The same would go for washers, dryers, point of sale kiosks and the
like. That however wouldn't come under the fcc unless there was an rf
component involved. It probably would be under the rubric of some other
government agency.
Well for what it's worth ;that's my two cents.
