That's not always the case in sheltered shop environments even today.  NIB, 
Goodwill Etc. sold Congress a bill of goods in 1938 which allowed them to 
pay far less than the federal minimum wage.  We should have at least that. 
But when I clicked the link, it said page not found, so I'll try to go up 
there directly and see if I can find that petition.
