Confusion with programming memories on the baofeng

Hey guys.
Trying to figure out why this darn radio won't program memory channels.
Here's what I did.  I entered a frequency.  I then hit menu 27 menu, then I
hit 002 menu, and it gives me a high pitch beep.  It should have said
confirm?
Not sure why it is acting up like this.  Also trying to figure out how to
reset the radio, cause menu 40 menu, then 1 doesn't work.
Any thoughts?
