yes, the kenwood TM v71 and  the TM 710.  Both are VHF/UHF 50W output on 
both bands and use the VGS1 speech board.
the 710 has all the APRS junk in it, so it's more expensive and that stuff 
isn't terribly useful for most blind operators.
the ts2000 is far more radio than you need if you only want VHF and UHf 
capability.
It's worth it if you are looking for HF and 6 meters as well though.

Some older not in production but availible on the used market radios that 
are fully accessible are the kenwood TM V7A and the kenwood TM D700.  They 
use the VS3 speech chip which can be a little tricky to find sometimes, but 
can be found if you look hard enough.
neither one of those last two speak as much as the v71 or 710, but they are 
90 per cent or better with regards to what they do speak.
What doesn't talk is easily programmed with the keys on the mike or on the 
radio anyway.
