don't forget, the wire is insulated wire, so is the coax, and so is the twin 
lead/latter line.
Even if that insulated wire is right up against a metal object, it's not 
goign to show a DC short of any kind.  He's seeing a DC short, not an RF 
inductive short.
Once that DC short is gone, then he can worry about metal objects and how 
that effects the RF etc.
The antenna tuner tuned the thing on 28MHZ because it was some how close 
enough to a resonant wire via the feedline and the rest of the antenna in 
the shorted state to be tuned.
Then again, Tom hasn't confirmed that he is using insulated twin lead/latter 
line, perhaps he's using open wire with separators and forgot to tell us?
