Hi Butch,
The way you change the power settings on the transmitter that I got is to
hold in the power button when you plug in the power to the transmitter. The
display will show a L for 1 watt or an H for 7 watts. The two buttons to
the right of the power buttons are the up and down buttons. I don;'t know
why, but most Chinese radios have the up button to the left of the down
button and that is the case with this transmitter.
