I don't have much of a counterpoise, but I do have about 30 radials at the 
base of the mast.

Don't have a tophat either which indeed could be part of the problem.

Yet, let's keep in mind that the 160 sloper, which is about 10 feet higher, 
is less narrow, and seems to show much more of a reasonable SWR curve.
