Colin,

I'm pretty sure that the rules for free matter are spelled out quite clearly 
somewhere on the USPS website.  While I understand the tendency to want to 
bend the rules, my concern is that "free matter" is a privilege granted to 
us by the United States Postal Service, and I don't want to see it taken 
away because of flagrant abuse.  What the Chinese do is irrelevant since 
they aren't really subject to our rules.
