Handihams is an organization that specializes in helping people with 
disabilities with the various aspects of amateur radio.

I don't know if you or your friend can get access to the question pools 
without being a dues-paying member, but the dues are very reasonable (I 
think $12 a year), and are very minimal, considering all of the services 
that are made available to members.
