Trippy,

Beyond reporting the problem to the appropriate officials, what else should 
we do?  Do you really have an effective way to stop the practices you don't 
like?  I'm not just saying "What the heck."  I just don't think I can do 
anything more effective than filing a written report.  I don't have any 
legal authority, and I'm certainly not going to go toe-to-toe with someone 
who has already demonstrated that he probably doesn't much care what other 
hams think.  The issue here is effective confrontation, not just 
confrontation for its own sake.
