The issue is that CHIRP iis not screen reader friendly. I got some pushback
regarding screen reader support.

Yes, the 3R is a listed radio on the Chirp site.

Can you use chirp for the UV-3R? I have not tried it yet for the UV-5R.
You would be able to export the chirp file to a Excel file and edit cells
easily. Then you might be able to import the file back into chirp.
I have read that the Excel file does not support every feature that can be
stored in the channels - you might have to settle for all of them using
high power for example.
Hope this helps,
Mark

Subject: [Handihamclub] Show Stopper - UV-3R Programming
Hello my friends,
I have been working on programming my UV-3R radio, as you all know. I have
run into a show stopper that I have not been able to solve. I am able to
program channel 1 using JAWS 14 and JAWS 13. Beyond Channel 1, I have not
been able to use the JAWS cursor to get to channel 2 through nn , where nn
is a max of 99 I think.
This makes the channel programming , at least for now, inaccessible by JAWS.
I will continue to work with it. IF there is anyone here that would be
willing to take a look, I can send the software along. The software can be
used without the radio to program channels. At this time, I am truly asking
for help with this issue since I will have to continue trying several things
to make it work.
Any help would be appreciated.
