I used the following that was passed along to me:
to import contacts in windows live mail 2011:
1. Set the main view to contacts, by pressing ctrl+3.
2. When viewing contacts, the ribbon contains a single home tab, and you
need to press the import menu button on that tab. To do this, press alt to
move to the name of the current tab, which will be home, and then press tab
until you get to the import button, and press it.
3. A menu opens, and then choose the format in which you've previously
exported your contacts.
4. Then do as instructed, see below for details if you need them.

Detailed instructions for importing from wab:
1. On the Home tab, press the Import menu button, which is in the Tools
group,
and choose Windows address book (.WAB) on the menu.
2.A standard Windows 7 Open dialog opens. Select the file you want to open,
and then press the default Open button.

Detailed instructions for importing from csv (comma separated values):
1. On the Home tab, press the Import menu button, which is in the Tools
group, and choose Comma separated values (.CSV) on the menu.
2. The first page a CSV Import wizard opens, and the first control is a
Choose a file to import edit box. You can type in the full path of the file
to import, but it's much easier to Tab to the next control, which is a
Browse button and press it.
3.A standard Windows 7 Open dialog opens. Select the file you want to open,
and then press the default Open button.
4.You're returned to the CSV Import wizard, with the path of the file
entered in the Choose a file to import edit box, and with the initial focus
being the Next button, which you can press.
5.On the second page of the wizard, the first control is a list view which
contains how the text fields in the file are mapped to the fields of the
contact. Normally the default will be fine, and you can just Tab to the
Finish button, and press it.

Detailed instructions for importing from windows contactsb:
1. On the Home tab, press the Import menu button, which is in the Tools
group,
and choose address book for current Windows user on the menu.
2. Press enter.
