Does anyone have an accessible version of the PDF containing plans for
the so-called SWailer, the audible SWR meter, produced by the ARRL?
Unfortunately, this article, which appears on the section of the ARRL
web site regarding blind accessibility to amateur radio, is contained
in an old PDF that does not seem to contain the information needed for
screen-readers to access it (or perhaps it was just scanned in as
images).

I'm interested in building my own SWailer, so I'd like to have any
resources (e.g. parts lists, schematics, resources for buying a
pre-made board, etc.) that might be available.
