what actually happened was that a lot of novices upgraded to technician so 
they could talk on the local repeater and so that was a natural upgrade for 
them.  The fcc isn't issuing novice or advanced class licenses any more. 
What a lot of people would do is simply upgrade from advanced just before 
their license expired that way they get a whole new license with a new ten 
year term.  Upgrading from advanced to extra was also a very easy
