Before you ask any of those questions, the first question is budget.  Then 
the second is what can you get for the money?
Also, what bands do you want to run, what modes on those bands? and how much 
power is required.
Accessibility may not be the only issue.
Are you spending $200, $1000 $2000 or $5000 or even $10,000?
