The tuner or matching device should be the last thing in the feed line 
because the tuner output won't be 50 ohms if the antenna isn't resinant. 
Most meters are 50 ohm  devices and  if the input is not it can't read 
forward and reflected power  properly.
So if the SWR is 6 to 1 then you have some combination of inductive and 
capacitive reactance load/antenna of 300 ohms compared to a source of 50 
ohms and a tuner will match the load so the transmitter will deliver 
whatever power it can.
