Hi Scott,
You have to set up the CTCSS/DCS tones, power, etc. before you program the memory. Or you have to go into dealer mode. The software is a pain in the ass. I think that the owe software is a bit easier to deal with, it uses .csv files to manipulate the radio. Here are links to the Wouxun eyes-free docs, and to a Win32 port of the owe software that runs in the Windows command prompt:
