I know sighted people like that who became hams.  It is not the job of any 
organization or individual to screen out fools.  I was upset when a blind 
guy here got his ticket in the 80's with out learning the code.  He 
convinced a VE that he couldn't do that since he was blind.
he never operated, I think because he didn't value what he didn't have to 
work for.
Some disabilities are not visible, but they are much more disabling than 
vision loss.
