Windows XP has backup software that states it will back up your entire
system. Does anyone know if it backs up the registry so you can do a
complete restore to a new hard drive ?

Which software title, though? They have several things: SyncBackPro,
SyncBackSE, InfoHesiveEP, and OnClick Utilities; all of these have
options to Update, Buy, Try, and More. There is something called
*SyncBack Freeware V3.2.19.0 which includes a help file, and *there is
downloadable PDF which I assume contains instructions for the above
softwares.
There is more, and much of it looks interesting...
