I used an Icom IC718 for a number of years back in the early and mid 2000's, 
and really loved it.

I think you'll find it to be completely usable, although  you may need some 
sighted assistance for the initial set-up process.

The rig does need a voice chip, and it is the UT102.

I thik the chip costs around $60 or $70.

I wrote a review of the IC718 for Handihams back in 2002, and will be happy 
to send you that review, plus the other documentation files I have for the 
rig if you give me your preferred personal e-mail address.

Once again, I am sure you will love the rig, and hope you can find one very 
soon.
