HI Buddy,
I know in 1979 they still had the requirement.

That is the first thing I did after I got citizenship besides looking for a 
full-time job with the Federal government.

When I was in high school at Perkins everyone wanted me to study the code 
and get my license. I had to tell them I'm not an American citizen and 
therefore not eligible.

I think one of the Ten-Tec rigs had a chirping crystal calibrator so there 
was no mistaking where you were when you heard it.
