Another idea would be one of the jakite telescoping fiberglass masts.  Tie a 
piece of 16 or 18 gauge wire to the top, telescope it up.  Or, configure as 
an inverted L.  The masts run around $100, and telescope down to around four 
feet tall.
I have worked qrp with one and a single radial laid on the ground.  would be 
nearly a quarter wave on 40. For 20, you could add a small coil to take you 
to 5/8 or 3/4 wave.
