Does it have a battery saver feature? If so, it may be blinking
because that's what a battery saver does. The receiver is only
on about 20% of the time. When it detects a signal, it stays on
long enough to decode the tone if there is one and then goes in
to normal mode so you hear the signal. When the squelsh closes
for a second or two, it goes back to blinking.

	The drawback is that it takes longer to acquire a
signal. You should be able to turn battery saver off. I do not
know anything about this particular radio except that it can
speak some functions.
