When I did the dummy load test, I made sure the internal tuner was totally
off.
I'm going to try Mike Duke's suggestion of a direct hook-up without any
tuner at all in the circuit, when I get the chance here.

While you're at it, bypass the internal tuner as well. You can get losses
through that tuner too.
