I can give you the reason why you can hear a CD playing and not hear
sounds. The CD uses the audio cable between the sound card and the
CD-ROM drive for sound and the others use software drivers.
From what you have posted so far I doubt that you have a hardware
problem, more of a driver type problem. Way back in Win 3.xx Creative
Labs shipped a game with sounds that they used to troubleshoot the .wav
and midi portion of their sound cards. You needed to load additional
audio drivers depending on which files you couldn't hear.
Do you have the most current drivers for your sound card? If not get
those first and install. If that does not work try the following.
I don't remember if you are running Win95 or not. If you are, I have no
ideas other than uninstalling the sound card and then reinstalling.
First I would uninstall by deleting it from the system devices and
rebooting. Win95 should find it and load the necessary drivers. If
that doesn't work, delete it from the system devices and power down,
remove the sound card and boot the computer. After the computer reboots
shut it back down and reinstall the sound card. Win95 should detect the
sound card and install drivers.
