I believe this treatment involves an electrical charge that de-ionizes the steel, attempting to slow the carbonization of the concrete around the steel. I know I saw a presentation at APT by WJE about their research and testing at the Chicago's Soldier Field. My understanding that, although results from the tests were promising, the work was never carried out. Below is the citation from jstor for the article in the 2004 Bulletin.
