the I pod touch is the same size as the I phone except slightly thinner  the I pad is about the size of a standard piece of paper.  it is very easy to use with voiceover. i suspect that they don't even know hat voiceover exists or they wouldn't say something lke they hav eno idea ow ou would us it. that is just shortsighted or badly misinformed. to turn on voiceover do the folowing... this will require sighted help for their divice, or cane done through I tunes

fromthe home screen tap settings, general, acessibility, then enable voiceover. there is a way to make a triple click of the home button turn on voiceoer,but I don't remember the steps and my I hone isn't here righ tnow... when i get it back tonight I'll post those directions as well  the same steps work with the I phoen and the I pad and the I pod touch
if you think you odn't needd mobile internet go wih the I pod touch, otherwise get an I pad. I don't have one of those but the operatign system is the same ont he I phone and the pad and the pod and it is very easy to do stuff like srufing the web or echolink or skype. you will love doing echolink from the ios divice it's alot of fun
