none of the currently availible HT's with speech speak frequency.
You can get VHF or UHF or dual band ht's.
all chinese made and vary quite a bit in model and brand name.
look for Puxing and wouxung.
They speak menu information along with memory channel info and that's about 
it.
there were a couple pod casts done, ask for the member who posted the pod 
cast on the wouxun rig to get an idea of what it speaks.
