he is refering to as I see it I think a screen reader repeat.  in other words, instead of saying tab once, it's saying it twice.  the other possibility is that he may be saying that it's not saying the name of the tab, rather it's just saying, tab tab, rather than index, explorer, or so on.  one of those 2 possibilities.  Walter if that is what you are refering to reply back.
