That would be even better... at the top.  But if you use caps at the bottom (the keep the snow from wicking up), you got a problem unless you can figure out how to make a one-way weephole. 

Do what Leland says.  I wouldn't mind getting copper caps made for my stoop handrails, but don't know who other than Les Metailleurs Champenois would make them.
