Hi.

A real good 2 meter/440 dual band rig with the speech option is the Kenwood
TM-V71A.  It speaks most settings, including power and PL frequency.  It can
receive up to 1300 Mhz.  It costs around $350.  If you want to go all out,
the TS-2000 will transmit on all the bands you want, and it speaks some of
the radio's information.  A nice thing about the 2000 is that the
adjustments such as power and PL don't wrap.  When you get to either the
minimum or maximum value, you can't go beyond these points.  The radio beeps
at you.  I programmed all the local repeaters into it with no assistance.

As for an HT, the Kenwood TH-F6A is good as well.  It doesn't have speech on
it, but it beeps to let you know where you are, and with settings such as
power, it produces a different tone to indicate when you reach a specific
value.
