The first thing to try and figure out is how the rf is getting into the 
tv.  Are you on cable, an outside antenna?  Unhook the cable or antenna 
line and see if the problem persists.  If so, it is getting in through the 
power lines and you could try a toroid on the line cord.  If through the 
cable, could try a high pass filter.  This rfi stuff really gets strange 
some time.
