if it has roll down windows, or I should say, if it has a rear seat with 
roll down windows other than the front drivers or passengers side windows, 
then you can get a mount that sits on the top edge of the window and that 
will clamp in when the window is all the way up.
other than that, butch is right, you can get luggage rack, or car top 
carrier rack mounts if the vehicle has one of those.
If it's a truck, like someone else implied, then some sort of C clamp on the 
edge of the bed side panel would work quite well.
If it has square holes for equipment racks or campers or canapies already 
built in to the bed side pannels, some kind of spreader mount that would fit 
in the hole and spread out to hold the antenna would work as well.
There are lots of possibilities.
It's too bad she won't use a magnetic mount...there not harmful and you can 
get them with a rubber mat on the bottom to prevent any damage to the paint.
No holes drilled and no magnetic mounts certainly drastically reduces the 
options though.
there's always the trailer hitch mount as well if she isn't going to be 
pulling anything...though a 5/8's wave on a trailer hitch for VHF wouldn't 
work terribly well being right up against the tailgate.
